I just copied it in and assumed, through some black magic that really didn't make sense to me, it would read it at runtime. That did seem really strange to me.

Yes, the install script should log that it's pulling the file from there.

It has to be in the war file, it's just that it doesn't have to be in the source tree when you reinstall.
