I don't have the precise rules in my head but I'd suggest that you just ping
an email to UK Federation support and they will let you know whether these
people can be members.

There is no should. It is really a matter of scaling - if they will be sell
to other members of the UK federation (and shortly I hope the Irish one)
then it will be worth their while since they only have to speak to one
person. If you are likely to be the only customer then it will be much
easier for them to just exchange metadata. You need to do slightly more
work this way (because you would need to do nothing if they join the UK
Federation). -

Hi the SP is UK based and are just a software house that produce an
eLearning system for ROSPa accredited health and safety courses. They have
no direct relation to HE or FE education other than we are using them to
meet our health and safety compliance as a college.
