IdP Session/Handler Timeout

I've read the wiki pages regarding session and handler timeouts and am still a little confused.

We have "shibboleth.SessionManager" in internal.xml set to 8 hours.

We have "UsernamePassword" login handler in handler.xml set to PT30M0.000S.

Since we only use the UsernamePassword login handler, does this combine into a hard timeout (not an inactivity timeout) of 30 minutes for users using that login handler, basically for everyone?
