Most IdPs and SPs will only really communicate with entities they know
about, commonly via SAML metadata. So you'll need to talk to the SP
admin and exchange metadata (unless you have a trusted third party
that does this for you, such as the UK Federation) and also agree on
attributes (what data you need to send so they can authorize the
correct set of people),
