Apache 2.4.3 with Shibboleth 2.5.1 producing 500 error instead of providing DirectoryIndex page

The reporter of the problem here hadn't restarted their web server (which
the packages can't restart, since it's not a standard Apache) so it was
still running 2.5.0. Using 2.5.1 didn't result in the error.
