While it might be possible (not sure it's currently exposed) to get at
the RelayState (something identifying a resource at an SP to that SP)
it's not required to be a URL at all. With the Shibboleth SP the
default certainly isn't.
The spec limits this to 80 characters, IIRC, so it might not even be
usable for many URLs.

If you need to distibuish resources at the IdP they will need to be
come seperate SAML entities.
