Shibboleth with SSRS

I was thinking of passing an object value to lookup the user, e.g. workforceID, then if the user with that workforceID is authenticated they would be logged in to their reports?
I am very new to this technology so I apologise in advance if this is a stupid question.
The idea is that the user logs in to our HR system, this performs network authentication against NDS. The user would then click to view their reports, this will pass any value I like be it workforceID, network ID etc as a GET to the report manager URL. I then want report manager to use this to check if they are authenticated using Shibboleth if possible, and if they are then return the reports they have access to. Likewise if they are not authenticated they will get a challenge response to log in to report manager, but I am hoping the login for the HR system will generate an authenticated session for the user.

Shibboleth won't work directly if the integration is via Windows credentials. That would be more of an ADFS use case.
