No idea what data Google needs but you're sending a NameID with name
format "urn:oasis:names:tc:SAML:2.0:nameid-format:persistent".
IIRC Google requires the SAML1.1 emailAddress nameformat, but that is
certainly mentioned in any documetation on how to access Google Apps
via SAML, so check there,
