See the V2.2 item "Change to <Policy> Schema"

The second change was in V2.4, see "Externalization of <SecurityPolicies>"
in the same page.

So essentially you skip the initial change that led to the warning, and
replace the entire section in the file with the new SecurityPolicyProvider
element, as in the new defaults, and make sure the security-policies.xml
file reflects any changes you made, if any, to the rules. There probably
wouldn't be any such changes.
