No, and you wouldn't be "spec legal" doing that in the context of the SSO
profile. The profile mandates that the Issuer is a name in "entityID"
format, which means you don't use any of the extra NameID attributes, that
one included.

I believe it's only defined for use with "persistent" Format (which is
ePTID).
