New contribution : SSO-CAS Login Handler

Hi all,

I have recently developed a new login handler. Its role is to allow the 
use of forced authentication while using a SSO-CAS server to 
authenticate the user (usually done with the RemoteUserLoginHandler, 
which doesn't support forced authn).
