how to get issue tracker access?

Hi,
	How does one go about gaining access to the issue tracker at 
https://issues.shibboleth.net/jira/browse/SSPCPP to add new issues?  I 
found some instructions that seem applicable at 
https://wiki.shibboleth.net/confluence/display/DEV/Infrastructure+Information 
but they're no where near clear enough for me to go about getting my 
campus added to the list of identity providers.
