How to ask for Shib IdP returning a urn:mace:shibboleth:1.0:nameIdentifier

Can I report this issue somewhere?

I have seen this page: https://issues.shibboleth.net/jira/browse/SIDP, but
looks like I don't have permission to submit a new issue.
