Configuring delegation plugin: rules/constraints/syntax problem in relying-party.xml

So I need to move the SecurityPolicy I added down to where the other
SecurityPolicy elements are, below all the TrustEngines? I thought the
order might be significant, which is why I had TrustEngine, then
SecurityPolicy.  Not to mention that I was too chicken to Edit Below This
Point!
