Well, if that's true, then the only thing I can think of is:  the
idp.war that you are looking at isn't the one that you are actually
loading in Tomcat.  Are you using a Tomcat context fragment descriptor,
and if so, did you perhaps copy the idp.war somewhere and load that
one?  As opposed to directly loading the one in the IdP installation
directory...  Or perhaps when you re-ran the installer, you installed to
a different filesystem location than you did the first time.
