SP: Metadata request failed

The log you posted contained no ERRORs loading metadata from
metadata.portalverbund.at, which presumely contains other entities for
the SP to consume.
That's completely unrelated to the "Metadata request failed" error
you're asking about. That means the SP failed to generate its own
metadata (for others to consume).

Since metadata generation only provides you with an example or
approximation of the SP's metadata (and one that's unlikely to be
complete in most cases), use the metagen script instead to
generate metadata you hand out to your partners.
