If you're not making progress, I would recommend setting up your SP
and IdP separately against testshib.org. You'll get a better idea of
whats going on, and give you a known working endpoint so you're not
wondering which piece isn't working. Once they work independently,
inter-operating between the two won't be much more difficult.
