I'd accidentally written over that file while I was doing my testing.   
The federation metadata file is there now.

I think the issue /is/..

   <scope>umich.edu</scope>

vs

   <scope>
   umich.edu
   </scope>

One of my current stages of processing the metadata reformats it in an  
effort to make it pretty. :\
