It's (almost) always significant in XML. Whether it's significant in an
application depends on whether code is added to trim. Mostly that is the
case, but it's possible it isn't happening here. You can file a bug on
that if that's the case.
The extension has never been formally defined, but I don't have any
problem saying that it was meant to be defined with no leading or trailing
ws.
