No, I think you're right and I misspoke. The restore option I don't think
is the default, it's just that the cookie thing is definitely done if you
set that option. I thought that there was a setting to control the cookie
behavior when that option is set, which is what I was referring to.

That's very likely true. It isn't that they go away when you close the tab
itself, but the tab not being part of the restore set if you close down
means the cookies also aren't.
