Yes, it's timing out. There's no mystery to it, excepting one bug that
involves setting a timeout of 0 and no SessionCache element.

Otherwise it behaves as intended. You must have a setting wrong somewhere.

SessionNotOnOrAfter doesn't affect timeout behavior.
