Key Transport Algorithm for XML Encryption

I saw a message to the user's list from October 2008 specifying 
you cannot change the key transport algorithm the IDP uses from 
RSA_OAEP to RSA-1_5.  Is this still true?  

I am trying to interoperate with a Service Provider that does 
not support RSA_OAEP, so if it is still true could someone 
provide a quick pointer to the where in Java IDP code I should 
look to tweak this.
