Redirect messages are constructed by the operation
base64encode(deflate(saml_message)) and then reversed,
inflate(base64decode(redirect_message)), when it gets to the IdP.  The error
message states that that process is failing.  So either the deflating or the
encoding must have been done improperly.

How did you get the XML you posted?
