Wisconsin recently engaged Unicon to extend the Shib IdP in exactly
this direction. A preliminary report was given at the Fall Member
Meeting:

The results were impressive, and completely general. I have no idea
if/when this will be contributed back to the community. Maybe someone
else who knows more can weigh in.
