Sorry, PeopleSoft is not really my area.  The PS admins here say we're 
using the 'signon peoplecode' to do custom portal sso & LDAP auth.  I 
believe this is the same custom sign-on API you're referring to?

We'd like to try this in test.  Would someone be willing to share 
(offline) their block of code that does the SAML bits?
