To clarify, note that the process for becoming an InCommon affiliate requires submitting an application with detailed information about the company, and also requires recommendations from two client organizations, with at least one of those an InCommon participant and one higher education institution.

The vendors listed on the Shib support page are simply those that claim to be offering services and have requested inclusion on that list, and they are not vetted in any way, which we make clear on that page: 
"Note that these links to vendors are collected here as a service to the community. No evaluation has been done and no endorsement is implied."
