Custom Login handler

The best place, as Scott said, is to check the contributions page.
Halm, because of being on the Shib team, put his login handler in the
shib SVN, but there is also Scott's, one that does Kerberos SPNEGO,
and I think one other listed on the contribution.

So, check the IdP code itself first (all our login handlers are done
as plugins) and the contributions page.
