[Shib-Users] Attempted to insert duplicate storage key.

We came accross this same issue (Attempted to insert duplicate storage 
key) and solved it by storing the relayState in a cookie instead of the 
ss:mem
For some reason the relayState gets stored twice in this configuration, 
which causes this error. We haven't been able to reproduce this problem 
on another WS2k8R2 installation.
