Perhaps Tom Scavo could comment if InCommon would take it as a
service deliverable to bundle all the necessary schema so that
xmlsectool when run with that bundle of schemas verifies the
InCommon metadata successfully, and then make that bundle
available somewhere?

I would find that bundle useful as a starting point.
