on incorrect multi-byte sequences (possibly refers to bug SSPCPP-195)

hello to everyone (although Scott will probably be my interlocutor).

on a 2.3.1 SP I think I'm having problems related to bug#SSPCPP-195 [1]:
when accessing the SP as a particular user (thus making the SP process a 
particular SAML response), in the shibd.log I find occurrences of

"ERROR XMLTooling.ParserPool [2197]: fatal error on line 1, column 
16385, message: invalid byte '&' at position 2 of a 3-byte sequence"

jira pages report these two statements:

1) "Affects Version/s: 2.1, 2.2, 2.2.1, 2.3, 2.3.1"
2) "Fix Version/s: 2.2, 2.4"

does it mean that version 2.3.1 is affected while 2.2.x (with x>1) and 
2.4.x versions are not?
