Thanks for checking - it was worth a shot! Definitely identifies this as an
oddity. I'll see what the Event Logs show, and hopefully, figure this out!

That's empty, those aren't requests. So the SP is seeing absolutely nothing
and the filter's not running.

You might check the Event Log, I guess. Otherwise I really have no idea.
It didn't make sense to me when it was reported locally either.
