Shibboleth enabled WebDAV

It turns out to be pretty easy to set up the Shib stuff.  If I can
recall all the way back then I think it took Halm a couple hours and
maybe 30 minutes of my time.  The real problem is figuring out why any
given webdav client doesn't work.  I'm sure this will come as a great
shock but the error messages are almost totally useless.

I'll note that this same method actually works for any HTTP-based
protocol (e.g., Subversion, iCal)
