Oh, that's probably it. Unfortunately I registered with testshib via
openidp which is currently down so I can't login to check. 

I'll try back later and see if that's the problem.

Since you didn't mention doing it: the metadata about the IdP held by
the SP needs to be updated with the new certificate.  Not doing so will
absolutely cause this exact error.  Since this is testshib, I believe
there is an interface for updating the metadata that testshib has about
your IdP.
