Previously BouncyCastle was in the number 10 spot.

I put it in the number 1 spot and fired it up.  So far it is working.  I am going out on a limb if I leave it there like that, but it might be worth a try unless someone thinks this is a bad idea.

BouncyCastle is trusted and used within the IdP internally, correct?
