catalog.xml missing

All,

I have removed the old rpms and installed the new rpms for the SP.

When building the SP from source we are getting an error about the
xmltooling catalog.xml.

Excerpt from the configure

I confirmed that /usr/share/xml/xmltooling/catalog.xml does not exist
after the upgraded rpms and it does exist on an SP that was not yet
upgraded.

Does anyone know where it was moved to?

find does not turn anything up.
