Updated docs on IdP translations

Hello again,

Sorry for not cleaning this up sooner, but the docs on translation have been updated and moved:

Instructions on asking for access to contribute are included.

We have our first committer, and we will make sure all the older attached translations get pulled into the new Git project and into the releases.
