Git repo / release schedule

Just wanted to bring to the attention of those interested in translations that:

- I created the Git repo we were asked to set up and seeded it with the initial set of messages

- We're starting to get near the end of the next cycle of development and probably will be releasing 5.1 and some of the other work in February, so if there are people planning to work on any translations or updates, now's the time.

The TOTP and Duo plugins have no translations at this point, FWIW.
