It seems there is a slight preference for using a tool like crowdin.com 
but people would also be happy with a git repo to upload .po files for 
the localisations.

@Scott: In both cases some initialization/ground work would have to be 
done (register the project at 
https://crowdin.com/page/open-source-project-setup-request or provide a 
new git repo on https://git.shibboleth.net/git/).
What would be the developers team preferred choice? The Git repo seems 
simple enough but then again some permission management would be needed 
there to allow translators to push merge requests. Or how could this be 
efficiently dealt with?
