Ok, I have the MessageHandler activation condition support, IIOC/PRC
tree walking and Predicate adapter checked-in. So you should be
able to plugin an adapted Predicate<PRC> on the signing
handler, if that's how you choose to eval it. Or else just do a
straight-up Predicate<MessageContext>, it's up to you.
