Yes, in the current version, /entities does return an
EntitiesDescriptor when there's more than one entity. <br>

I just updated that instance with a 2nd test entity. You'll now see
that /entities returns an EntitiesDescriptor with both of them.<br>

I don't know the MDQ spec well enough to know whether a single
EntityDescriptor returned from an /entities call is allowed or not.<br>
