commons-codec:1.23.0 breaks Base64Support

Hello. Small heads-up: the newest version of commons-codec, as of this
writing 1.23.0, features this line item in its changelog:

- Base32 and Base64 STRICT decoding now require the encoder's
canonical alphabet, padding, and line separators, and validate streams
through EOF. Use LENIENT to retain permissive decoding.

This change breaks Base64Support, if/when the two decide to work together.
