There's no data being returned to populate a session with, probably a filter issue (and/or not setting the property to just bypass filtering).

I'm still waffling on whether to consider that an error or not, that's the error the Agent is logging, should probably be made more explicit if I retain that behavior as "no data" is a fairly specific case.

I can't fathom what is up with your cookies. I would want to see somebody else run into this before I conclude there's anything really wrong.

You say it got set and returned, but then didn't get set and returned, so I'm not sure what to conclude.

All of that correlation and relay state code is going to get redone completely anyway, so debugging any of it isn't that high a priority.
