Coincidentally, the property for this to turn off the check globally did not appear to be wired up correctly, which I just fixed. It should have been defaulting to true in our testing though, so I don't think it's a sign of anything serious, just made it more difficult to shut it off.

It's in saml.properties FWIW, but won't be functional until tomorrow's snapshot.

(Good example of why I didn't want to ship the plugins, they'll be changing constantly.)
