Maven repository filtering

As a follow on to the recent issues with our repositories, I've verified at least in my own testing that Maven's claim that prefix filtering of remote repositories is on by default does not appear to be true.

I was able to manually get it to work by pre-populating the generated prefix files from our server and toggling on a setting they say is on by default but is not.

Unfortunately, while it's somewhat faster, it's not so dramatic that I imagine I can get people who already think we're the problem to do this out of the goodness of their heart, but...done at scale it really would reduce the load on our server.
