I don't have any devices running Voiceover to compare. But with NVDA on a PC, I don't encounter this issue when I'm on https://codeberg.org/Shibboleth/java-parent-project/branches, for instance, I can see both the text box you mentioned as well as a table immediately following it that lists the branches as clickable links and their last commit dates. Entering text into the search box and clicking search further limits the rows displayed in that table. The arrow keys don't do anything while typing into the text box, though. Not sure if they're supposed to or not.
From what I can tell, though, listing and selecting branches works fine, at least on a PC. I don't know if you were encountering an issue with Codebook and Voiceover or, no disrespect intended, your obvious lack of expertise controlling a screen reader. At least I presume you don't start up Voiceover for fun on a regular basis, Scott. 😊

I managed to navigate to (and hear Mac's screen reader) tell me I was on the branches selection box, but when I hit down arrow to cycle into the branches it showed, the reader would not read them, it told me I was in a selection box for text input.
I am not equipped to state anything very accurately, but to me that sounds like "invisible to screen reader".
If you were in the box and typed the branch desired it might work, not sure.
