Is the version going to be added to the dependencyManagement in the
parent pom, or was the version by mistake?

This is obviously just a courtesy, but anybody relying on the V5
snapshots is going to be stuck for a bit, my last commit breaks the
installation process because we have to make a number of changes to it
in light of IDP-2002 [1] and the relocating of lots of files in the
distribution.

Progress on this reorg is looking good, but it wasn't expedient to
wait for the installer to work to keep moving this reorg along, so
it's going to be broken for a bit.

[1] This is a member request to place all of the config files under
control of a module so that backup versions get created on every
upgrade for every file, and not just the subset that are in modules
now.
