Thirdparty Maven repository changes

Our thirdparty Maven repository

 https://build.shibboleth.net/maven/thirdparty/

has been changed to only provide artifacts required to build our Java
projects that are not available from the Central Repository.

Currently the thirdparty repository contains com/duosecurity. Previously it
hosted the supply-chain for all of our Java projects, and acted as a cache
for Central.
