windows SP build - nsapi SDK?

So I think I've passed almost all of the trials in my quest to build the
SP under Windows, but this last one has got me stumped :(.

I certainly don't need the nsapi module, and I don't even need the 32
msi that requires it, but I can't find a way to compile just the 64 bit
installer without something blowing up because it's not there <sigh>.

Where do I get the nsapi.h header and whatever other sdk components are
needed to make the build happy? The build scripts appear to want it in
$(BuildRoot)\nsapi. While not used by the windows build, configure.ac
says "Please specify the path to the root of your
Netscape/iPlanet/SunONE server", seeming to imply you have to install
one of those to get it to work? The Netscape/SunONE servers are dead and
gone, and as far as I can tell the Oracle iPlanet download is restricted
to paying customers?
