The URL points to the property file which points to the update location.  That way you get to change a plugin's state remotely.

For instance the shib plugins point that URL to https://shibboleth.net/downloads/identity-provider/plugins/plugins.properties

If you look at that file you'll see the way the file should be laid out 

I'll review the documentation to make sure that is clearer
