Shibboleth based project to implement ABE encryption as an ABAC policy

Hi, I am currently working on a project where I intend to implement shibboleth with an ABAC policy and try to implement ABE encryption as an authorization process. 
As I found this email on the shibboleth community page, I wanted to ask if there is any simmilar project ? I intend to use c++ libraries for key pairing and authentication but the IdP is coded in Java, is there any alternative ?
